POPULATION demographic of Margaret River is changing, generating community expectations to the type and quality of infrastructure provided by the Shire of Augusta-Margaret River.
Infrastructure provided is governed by the relatively small budget of the shire.
Shire of Augusta-Margaret River planning application decisions are at times questioned or taken to court (Noise issue heads for Supreme Court AMR Mail February 24, 2010), putting significant pressures on council resources funded by our rate payments.
Margaret Boarding and Grooming (the kennel facility), in proximity to the council dog pound provides a very necessary infrastructure and service to the community of Margaret River.
Butmor Pty Ltd (previously The Building Development Group) recommissioned sound monitoring to measure or predict noise levels from Lot 103 (the kennel facility).
Noise levels were monitored within 15 metres of the kennel facility (less than the average R20 residential block width), as such, it is farcical that the sound levels exceeded 7=12 decibels of Environmental Protection Authority (EPA) requirements.
Local Planning Scheme no 1, the gazetted amendment specifically states no subdivision or development will be undertaken until noise attenuation measures have been undertaken to reduce the 1000 metre buffer required by EPA guidance, to the satisfaction of local government and the EPA.
Southern gateway of Margaret River is an orchestration of reversing development plant – the big question is does the community of Margaret River with a number of veterinarians require kennel infrastructure at no ratepayer cost or an alternative, developer generated ‘appellation’ for the southern gateway to Margaret River?
