Vincent Mayor John Carey has accused the City of Perth of "cherry-picking" assets in its proposed expansion.
On Tuesday night the City of Perth approved a plan for boundary changes which would see three major hospitals and Patersons Stadium, currently within Subiaco, swallowed by the City of Perth.
The Cambridge Street section of the Town of Cambridge would also move into the City of Perth.
Town of Vincent mayor John Carey told Radio 6PR "there is no doubt that they are just cherry picking infrastructure".
"Grab a casino here, grab a hospital there," he said.
Mr Carey said the City of Perth was trying to "carve out" residential areas.
"They don't want people," he said.
"It's not just about assets and that's what they seem focused on."
Mr Carey said "vibrant communities" were needed in a city rather than just "world class assets".
In response to Mr Carey's comments, Perth Mayor Lisa Scaffido said the City of Perth's proposal would create a community of 45,000 residents.
"In its submissions to the Local Government Advisory Board, the Council has emphasised the focus on high-density residential development because people add life to a city and the mixed style of development is city living at its best," she said.
"Our proposal is for a vibrant community of around 45,000 residents, approximately 15,000 businesses, a CBD with 130,000 workers visiting daily.
"Dynamic precincts like Leederville, West Leederville, Subiaco, Crawley, Burswood, East Perth, West Perth and Northbridge are included.
"The City of Perth has taken the view that 'suburban' low density, single-dwelling blocks could be better served by adjacent authorities.
"In reality the boundaries of local government are invisible to most city visitors and they are there to ensure efficient management of resources in a way that should maximise the economic benefit to all stakeholders and the ratepayers."
