Corrective Services Minister Joe Francis was confronted in the car park of State Parliament by notorious sex offender TJD, while the convicted criminal was wearing a GPS tracker.
South Perth Liberal MP John McGrath told Fairfax Media he was walking into Parliament House on Wednesday around lunchtime with Mr Francis, when a man and a woman approached the pair.
At the time, Mr McGrath said he didn't know the man was convicted rapist TJD.
The serial sex offender, who cannot be identified due to a court order, was released on a 10-year strict supervision order earlier this year. He must wear a GPS device at all times, take anti-libidinal medication, not drink alcohol, and adhere to a strict 7pm to 7am curfew.
"We were chatting away, walking towards parliament, when a man stopped us and asked who the Corrective Services Minister was," Mr McGrath said.
"I thought Joe would tell him to call his department, but he said 'it's me'.
"He told us he had a problem with someone within the department.
"I stayed for a while to see if there was a problem, but then Joe told me it was fine."
Mr McGrath said he was surprised when Mr Francis told him later the man was TJD.
"I was really shocked," he said.
"But he didn't appear to be a threat."
Member for Churchlands Sean L'Estrange said he noticed the discussion between the Minister and members of the public in the carpark, which was an unusual occurence.
"I sensed that there was something unusual taking place, so I went across to see if he needed any help," Mr L'Estrange said.
"He didn't look worried."
Mr L'Estrange alerted State Parliament security, asking them to keep an eye on the exchange.
The minister was confronted by TJD one day before State Parliament was crawling with police after a soldier was gunned down outside Canada's parliament.
Mr McGrath said security at Parliament House needed to be beefed-up following the incident.
"Anyone can walk into parliament, because there really isn't any security there," he said.
"So yeah, I think there needs to be more security, especially given what's happened in Canada."
Mr L'Estrange said security needed to be extended to the carpark used by members of parliament.
Fairfax Media contacted Mr Francis for comment.
It's the second time Mr Francis has suffered a security scare, after his Atwell house was broken into in March last year.
The Jandakot MP has since moved house.
