Two Sea Rescue crews began an immediate search and found one man dead but no sign of the other.
The two Sea Rescue boats, a rescue helicopter, a Department of Transport vessel and the police dive squad continued the search for the other man since then, to no avail.
Police will prepare a report for the coroner.
